Buyer's Guide: Best AI Voice Agents for Outbound Calls — 10 Platforms Compared
Ten outbound voice AI platforms compared alphabetically on campaign management, compliance tooling and real cost at volume.

The Numbers That Matter
Key Takeaways
- Outbound is a compliance purchase before it is a technology purchase. The FCC's February 2024 declaratory ruling put AI-generated voices squarely under the TCPA, and the FTC's Telemarketing Sales Rule governs calling windows, disclosure and the Do Not Call registry. Any vendor vague about this is selling you a liability.
- Pricing splits into three shapes: per-minute infrastructure ($0.05–$0.31), per-seat contact centre (from $119/seat), and enterprise annual (from $30,000). Which is cheapest depends on whether your calls are short and many or long and few.
- Campaign management is what separates a platform from a voice API. List loading, pacing, retry logic, answering-machine detection and abandonment control. Most of the cheap options have the voice and not the campaign layer.
- Answering-machine detection is the number to interrogate. On cold lists a large share of connections are voicemail, and a platform that bills those minutes without detecting them quietly doubles your cost per contact.
- Throughput and completion are different purchases. Contact-centre platforms win on numbers dialled per hour; agent-style platforms win on what happens once someone picks up. Decide which one your campaign fails on before you shortlist.

Pros & Cons — Every Platform
Bland AI
- Transparent per-minute pricing with no platform fee on the entry tier
- Full control over call logic, retries and branching
- Scales down to $0.11/min on higher tiers
- No campaign management out of the box — pacing, list handling and AMD are yours to build
- Without a developer this is a project rather than a product
- Compliance tooling is your responsibility, not the platform's
CloudTalk
- Real dialler modes — power and predictive — rather than a raw API
- CRM integrations and call analytics included
- Familiar shape for a team that already runs a phone system
- Telephony-first: the AI is a layer, not the core product
- Per-seat economics get expensive before AI economics do
- Less capable than purpose-built voice AI on complex conversations
Five9
- Mature campaign management, pacing and compliance tooling
- Blends AI and human agents in the same queue
- Reporting and workforce management a real outbound operation needs
- Per-seat pricing from $119/mo makes it expensive for small teams
- Implementation is a project with a timeline, not a signup
- More platform than a business making a few hundred calls a month needs
Futuro (our product)
- Native outbound: the agent books, updates the CRM and sends follow-up during the call, across 150+ connected tools
- Flat $200/mo with unlimited calls, so campaign volume never changes the bill — the only platform here where that is true
- Caller memory carries context between calls, which is what makes follow-up and retention calling work at all
- 53 languages with mid-call switching, and a voice measured at 94% human-indistinguishable
- We do not run collections. Debt collection, payment chasing and similar recovery campaigns are declined, whatever the volume
- Every outbound campaign is vetted before launch — a real approval step the other platforms here do not have, and some campaigns do not clear it
- No self-serve signup — setup is a working session with our team
- No human agents to escalate to, so a campaign that needs a person in the queue wants a contact centre
PolyAI
- Strong on natural conversation quality at enterprise scale
- Brand-voice design and governance built into the engagement
- Established deployments with large consumer brands
- No public pricing at all — the number only appears after a sales process
- Not a self-serve option for a small or mid-size business
- Engagement timelines measured in months, not days
Retell AI
- Lowest published entry rate in the comparison at $0.07/min
- Batch calling and some pacing without building it from scratch
- Usage-based, so a paused campaign costs nothing
- Per-minute rate ranges to $0.31, so the headline number is a floor rather than a price
- Campaign features are thinner than a contact-centre platform's
- Compliance configuration is still largely on you
Sameday
- Purpose-built for sales follow-up rather than generic outbound
- Published monthly pricing rather than a quote process
- Understands the trades sales motion out of the box
- Entry at $449/mo is well above the per-minute options for low volume
- Narrow fit — strong for home services, less so outside it
- Less flexible than a developer platform if your flow is unusual
Synthflow
- Built for volume, with governance and controls procurement will ask about
- Campaign management and multi-site deployment handled natively
- Enterprise support model rather than a ticket queue
- Contracts start at $30,000 a year — a legal-review purchase, not a credit-card one
- Overkill for anyone running under a few thousand calls a month
- Onboarding timeline matches the contract size
Thoughtly
- Visual campaign builder and analytics without engineering time
- Published entry price, which most of the campaign-capable platforms do not have
- Sits between the per-minute APIs and the enterprise contracts
- $500/mo entry is a real commitment before you have proven the channel
- Higher tiers are tailored, so scaling costs are not published
- Younger platform than the contact-centre incumbents
Vapi
- $0.05/min is the lowest published rate in this comparison
- Usage-based with no platform minimum on the build tier
- Flexible enough to support unusual call flows
- No campaign management, pacing or AMD — the same build-it-yourself gap as Bland
- The per-minute floor understates total cost once telephony and model usage are added
- Compliance is entirely your responsibility
How to Choose in 60 Seconds
- Need human agents in the same queue as the AI? Five9. A campaign where a person takes over mid-call is better served by a contact centre than by any agent-only platform here, ours included.
- Want campaigns without engineers, at a mid-market price? Thoughtly.
- Have a developer and want the lowest floor? Vapi at $0.05/min, then Bland at $0.14 with more built in.
- Home-services sales follow-up specifically? Sameday.
- Already run a phone system and want a dialler attached? CloudTalk.
- Large brand with procurement and a voice spec? PolyAI, once the quote arrives.
- Follow-up, retention or booking calls where the agent has to actually finish the job, at a price that does not move with volume? Futuro (our product) — and if you also need the phone answered, it is the same agent.

Common Questions
It is regulated, not prohibited. The FCC confirmed in February 2024 that an AI-generated voice is an artificial voice under the TCPA, so the consent rules for prerecorded calls apply. The FTC's Telemarketing Sales Rule governs calling windows, disclosures and the Do Not Call registry on top of that. Talk to counsel before a campaign, not after.
It depends on call length and volume, and the answer inverts. Per-minute wins when calls are short and volume is unpredictable. Per-seat wins when agents are already in the loop. Enterprise annuals win only where the per-minute meter would exceed the contract. Model your real call length against all three.
On cold lists a large share of connections reach voicemail. AMD decides whether the system hangs up, leaves a message, or talks to a dial tone while the meter runs. Poor detection can double your cost per live conversation, so ask for the accuracy rate and test it on your own list.
Some of these do one direction well and the other barely. Inbound rewards triage, knowledge and caller memory; outbound rewards list handling and follow-through. Futuro (our product) runs both on one agent at one flat price, which suits follow-up, retention and booking calls. Two things to know before you ask: we decline collections and payment-chasing work, and every outbound campaign is vetted before launch.
Fast. The classic Harvard Business Review analysis of lead response found the odds of qualifying a lead drop by roughly 21 times between a five-minute and a thirty-minute callback. That is the entire commercial case for automating outbound follow-up, and it is why speed-to-lead beats script quality in most comparisons.
Load a real list segment rather than a clean sample. Watch what it does with voicemail, a wrong number, and someone who asks to be removed. Interrupt mid-sentence. Then check the reporting shows abandonment and detection rates, not only connects.

We have placed ourselves in alphabetical order, given our own entry four cons, including the campaigns we decline outright, and named what a contact-centre platform does better than we do. No vendor paid for inclusion or reviewed its profile. Prices were verified on each vendor's own pricing page on 9 September 2026; where a page has changed since, the linked page is the authority.
